Praise for North Devon Council following independent review

An independent review of North Devon Council has praised its staff and leadership, and its dedication to improving outcomes for residents.

The council hosted a Local Government Association (LGA) Corporate Peer Challenge from 21 October to 24 October in which a team of experienced senior local government councillors and officers reviewed the workings of the council.

The challenge is designed to support local councils in improving their performance and governance. The peer review team spoke to more than 130 people including council staff, members and external stakeholders, as well as gathering information from meetings to produce feedback.

Overall messages and observations from the review were that the council is well led and has a strong pride of place, with staff and members who are loyal and enjoy working for the council and are ambitious in improving outcomes for residents.

It noted the council manages its finances effectively and pragmatically and highlighted strong and productive partnerships with external stakeholders including the voluntary and community sector, the police, neighbouring authorities and local businesses.

Ken Miles, Chief Executive of North Devon Council, said: "The initial feedback we've received from the Corporate Peer Challenge is very pleasing and it is a testament to the hundreds of staff who make up our organisation. I am incredibly proud of them and their passion for helping our communities.

"The review team was struck by how motivated our staff are to do their best for North Devon, and how happy they are to be working for the council. The team also said it was extremely unusual to find such positivity amongst staff, which is particularly pleasing to hear given that the review is designed to show an accurate picture of the council. Well done to everyone."

Councillor David Clayton, Leader of North Devon Council, said: "I would like to thank the Corporate Peer Challenge team for their time and scrutiny, and all the staff, councillors and external partners who contributed so openly and honestly to this process. These exercises are incredibly valuable as they are led by those who work in and have a deep knowledge of the sector, so the feedback we get holds great weight.

"We are so proud of the initial comments we have received. Like all feedback, there will be things we need to improve on, but if we can continue to display the work ethic and passion that has been evidenced during this review, I am sure we will address these effectively and continue to provide an excellent service for North Devon and our communities."

A full report which will set out detailed feedback will be received later in the year and will be published on the council website and the LGA website by 24 January 2026.
