Councils publish evidence to help future planning along the coastline of northern Devon

North Devon and Torridge district councils are sharing important information to help plan for future changes along the northern Devon coastline. Both councils are looking at long-term coastal risks to ensure that future development in the region is well planned. This work will form part of the wider evidence used for future planning.

The technical evidence being shared was commissioned from a research group at the University of Plymouth. This will inform future decision making and how development is managed, aiming to protect people, property, and the environment. The evidence will help shape new policies for coastal management and support the preparation of a new joint local plan, which both councils are already working on. As part of the process, both councils aim to work closely with local communities, landowners, and stakeholders to proactively manage any change. Coastal engineers within each council will also be involved to support an informed approach.

The evidence in the report highlights possible scenarios and focuses on what could potentially happen. It does not account for existing or planned flood defences, which play a crucial role in reducing risks. Changes to the coastline are expected but can be managed. Understanding and being aware of the worst-case scenarios will help ensure careful planning and decision-making for communities in northern Devon.

Councillor Malcolm Wilkinson, Lead Member for Coastal Communities at North Devon Council, said: “We have a duty to protect both our environment and our communities where they are impacted by coastal change. This work recognises the importance of planning for change and working to deliver the best outcome for the coastline of northern Devon. 

"Although the worst-case scenario looks alarming, it is important to recognise that this is not definite and only what could happen without considering flood or coastal defences. Managing our coastline is about being proactive, not reactive, and making sure our coastal villages and towns can adapt and thrive.”

Councillor Claire Hodson, Deputy Leader at Torridge District Council, said: “Our coastline is one of our most valuable assets, but it is also one of the most vulnerable. By exploring the available evidence we are taking a forward-thinking approach to managing risk, supporting affected communities, and ensuring that future development is both safe and sustainable. This is about planning for the future with honesty and responsibility.”
