ECO4 and ECO4 Flex are aimed towards the least energy efficient homes and households that are within fuel poverty.
Some of the measures that may be installed are:
- Insulation
- Boilers and central heating
- Solar and renewable energy technologies
If you believe you are eligible (See below), you will need to contact a North Devon Council approved installer who will take you through the process to apply for ECO4/LA FLEX funding.

Eligibility
You must be an occupier of a property with an energy performance certificate (EPC) rating of D, E, F or G
You can find out more about EPCs on find an energy certificate (gov.uk).
If you cannot find your EPC one of our Council Approved Installers may be able to help you.
And meet one of the following criteria:
- You must be in receipt of means tested benefits listed on Ofgem.gov.uk such as:
- Child Benefit (Subject to income thresholds)
- Pension Credit
- Housing Benefit
- Universal Credit
- Income Support
or
- Have a gross household income of under £31,000
- Meet two of the proxies under Route 2 of our Statement of Intent (examples of proxies include homes in areas of high multiple deprivation and households receiving a Council Tax rebate
- NHS/GP referral, households identified as having an occupant whose health conditions may be impacted further by living in a cold home which include:
- Cardiovascular
- Immunosuppressed
- Respiratory
- Limited mobility

Warm up grants (Of up to £3,000)
These grants, up to a maximum £3,000 per property, provide top up funding for energy efficiency measures where energy providers are part funding energy efficiency measures under their Energy Company Obligation (ECO) or to fund energy efficiency measures which do not attract Energy Company Obligation, for example insulation to mobile homes and the installation of central heating for the first time. Please note only installers can apply for this grant on behalf of occupiers.
Statements of Intent
Under the Energy Company Obligation (ECO) Local Flexibility, the major energy producers/suppliers are required by central government to make funds available and allocate to qualifying householders. This allows them to install fully-funded or subsidised energy saving measures in the home, which have been declared eligible by the council see our current Statement of Intent (SOI).

Local Authorities can decide to participate in ECO Flexibility and aims to support low income households living in the least efficient homes with an Energy Performance Certificate (EPC) rated D, E, F, G (some expectations apply).
The scheme will run from April 2022 to 31 March 2026.
