In discharge of its obligation under section 1(1)(b), the Council is unable to confirm as to whether it holds any information that is specific to the information the applicant seeks, as described in the request. In order to be able to do this it would require a manual search through all of the items of information as identified in the search result above to identify, extract and collate anything that falls under the remit of the request 

Section 12 of the Act makes provision for public authorities to refuse requests for information where the cost of dealing with them would exceed the appropriate limit, which for Local Authorities is set at £450 by the Freedom of Information and Data Protection (Appropriate Limit and Fees) Regulations 2004. This represents the estimated cost of one person spending 18 hours at £25 per hour in determining whether the Council holds the information, locating, retrieving and collating the information 

Whilst it is noted that the number of items has reduced from 17,354 (FOI 8550 response set out on the June 2022 disclosure log) to 3,548, it would still far exceed the 18 hour limit as described above (1 minute per item would still take in excess of 59 hours). The procedure would cause serious disruption to the day to day working of the Planning Policy department which would be the department that would be responsible for carrying out this search. Therefore the Council is unable to process the request any further. As set out in the previous paragraph, the Council has the right to refuse to provide the information in accordance with Section 12 of the Act

Section 12 of the Act makes provision for public authorities to refuse requests for information where the cost of dealing with them would exceed the appropriate limit, which for Local Authorities is set at £450 by the Freedom of Information and Data Protection (Appropriate Limit and Fees) Regulations 2004. This represents the estimated cost of one person spending 18 hours at £25 per hour in determining whether the Council holds the information, locating, retrieving and collating the information 

It has been estimated by the Revenues team that it would take approximately 3,916 hours to provide the requested information, the procedure of which would cause serious disruption to the day to day working of the team. Therefore we are unable to process this part of the request any further. Background 

In Ofgem’s ‘Ofgem ECO4 Administration Consultation Part 2’ detailed at https://www.ofgem.gov.uk/publications/ofgem-eco4-administration-consultation-part-2 'Chapter 6' of the consultation sets out the intention for ECO4 Flex under the ECO4 Order 

In Chapter 6 the consultation says from July 2022 Councils will be required to issue a Statement of Intent (SoI) and a dedicated responsible person would need to sign the declaration. The relevant part of the publication is: 

6.21. From 1 July, a new SoI will be required from LAs across GB to state their intent to participate in ECO4 Flex and a commitment that the signing LA officer will check and verify that declarations will be issued for households that match the criteria in the SoI. As with ECO3 SoIs, these would need to be signed by the CEO or dedicated responsible person
