Doing business with North Devon Council



When the council buys goods, services or carries out works of any kind, we have to ensure that the contracts we award are procured fairly and transparently.The council follows a set of rules for procurement, which include how we carry out shortlisting, how suppliers are invited to tender, how we advertise tenders and how contracts are awarded. The Contract Procedure Rules form part of the council's Constitution.

Below £5,000Competitive quotes are not required, although a written quote will be obtained
£5,000 to £39,000The council must obtain three written quotations. Council officers can choose to invite specific suppliers to quote where they are familiar with the market, or invite expressions of interest if they want to advertise more widely.
Between £40,000 and the relevant EU thresholdThe council must obtain a minimum of four written quotations, as set out in the Invitation to Tender (ITT) process. Council officers can choose to invite specific suppliers to quote where they are familiar with the market, or invite expressions of interest if they want to advertise more widely.

The council will follow the the Public Contracts Regulations where the total contract value exceeds the threshold.

There are some exceptions to this, for example if another public authority has appropriately procured a contract on our behalf (through the Devon Procurement Partnership).

Invitations to tender

If the council invites specific suppliers to tender, this will usually follow a pre-qualification questionnaire (PQQ), which asks potential suppliers to provide information about their organisation. This allows the council to asses the supplier's suitability to provide goods, services or work.
