Key aims
North Devon Council's private sector housing strategy has five key aims:
- to improve the condition of older houses occupied by vulnerable people
- to achieve sustainable homes and communities by addressing fuel poverty, reducing CO2 emissions and promoting independent living by addressing the future needs of an ageing population
- to improve the balance of the housing market by reducing the number of long-term empty homes and supporting the landlord and tenant relationship
- maintain and improve the quality of our intelligence in order to ensure that our interventions are effective
- to improve access to our services for the most vulnerable groups in order to target our resources effectively and reduce inequalities in outcomes
- financial assistance to improve the quality of our housing stock in the owner/occupied sector
- financial assistance and enforcement activity to improve the quality of privately rented properties
- financial assistance to improve energy efficiency and reduce fuel poverty
- financial assistance to promote independent living through Disabled Facilities Grants
- financial assistance and enforcement to reduce the number of long term empty homes
- support for landlord/tenant relationships through our Landlord/Tenant Accreditation Scheme

We have recently completed a stock condition survey and aim to carry out smaller surveys on an annual basis in future. This information is essential because housing markets are complex and we need to be sure that we are making best use of resources.
We have entered into an innovative partnership with Exeter University to fund a three year study of private sector housing interventions in Ilfracombe (pdf 656 KB)
where it is known that there are areas of high
multiple deprivation.
