Private sector housing

This service covers the following:

Key aims

North Devon Council's private sector housing strategy has five key aims:
  • to improve the condition of older houses occupied by vulnerable people
  • to achieve sustainable homes and communities by addressing fuel poverty, reducing CO2 emissions and promoting independent living by addressing the future needs of an ageing population
  • to improve the balance of the housing market by reducing the number of long-term empty homes and supporting the landlord and tenant relationship
  • maintain and improve the quality of our intelligence in order to ensure that our interventions are effective
  • to improve access to our services for the most vulnerable groups in order to target our resources effectively and reduce inequalities in outcomes

Key evidence

Our private sector housing work must reflect the government’s statutory and policy framework but must also seek to respond to the circumstances and conditions, which are most relevant to the people of North Devon.

Our evidence base is taken from our most up to date sources.
Note: Northern Peninsula housing market assessment 2008 still in draft form

We have recently completed a stock condition survey and aim to carry out smaller surveys on an annual basis in future. This information is essential because housing markets are complex and we need to be sure that we are making best use of resources.

We have entered into an innovative partnership with Exeter University to fund a three year study of private sector housing interventions in Ilfracombe (pdf 656 KB) PDF logo where it is known that there are areas of high multiple deprivation.
