Personal Licences
Applications from people not named on a Justices' Licence as at 07/02/05 will benefit from 'Grandfather Rights' as long as they are to be named on a Justices' Licence prior to the 06/08/05 and have made a Personal Licence application with the Council by 06/08/05.
For those applicants that do not benefit from 'Grandfather Rights', i.e. not to be named on a Licence issued by the Magistrates' Court by 06/08/05, an application for the Grant of a NEW Personal Licence will need to be made. This can be made at any time, although will not come into effect until the 'Second Appointed Date', expected to be sometime in November 2005.
Before making an application for a NEW Personal Licence, applicants will need to have completed an approved or accredited course for Personal Licence-holders.
Accredited Personal Licence Qualification Providers
The Secretary of State has accredited 3 personal licence qualifications under the 2003 Act. They are:-
BIIAB Level 2 National Certificate for Personal Licence Holders, QCA Accreditation Number: 100/4866/2 and;
GOAL Level 2 Certificate for Personal Licence Holders, QCA Accreditation Number: 100/4865/0.
GQAL Level 2 National Certificate for Personal Licence Holders, QCA Accreditation Number: 100/5040/1

Please note that where the applicant is in the process of transferring onto the existing Magistrates' Liquor Licence after the 'First Appointed Date' (07/02/05) and will apply for a Personal Licence between the 07/02/05 and 06/08/05; that the current British Innkeeping Institute Course will be valid as an acceptable qualification for the new Personal Licence.
