INTRODUCTION

1. The purpose of this code is to guide the way in which members and officers of the District Council deal with planning matters and to set the standard of conduct which other parties to the process can expect of them.


2. This code is additional to and does not replace the National Code of Conduct, the Local Government Act 1972, the Local Government and Housing Act 1989, the Council’s Standing Orders or the professional codes of ethics to which members and officers respectively remain subject.


3. The planning system involves making decisions about the use and development of land in the wider public interest. Planning Law requires that all planning applications are determined in accordance with the development plan unless material considerations indicate otherwise.


4. The performance of the Council’s development control planning function is delegated to the Area Committees, the Planning Panel and to officers of the Council pursuant to arrangements under S101 of the Local Government Act 1972.
