Codes of Practice and Guidance SPDs


Following a period of Public Consultation during October and November 2009, the Executive of North Devon Council resolved to adopt a Supplementary Planning Document (SPD) – Sustainable Design and Construction SPD on the 5th January 2010.

Following a period of Public Consultation during April and June 2009, the Executive of North Devon Council also resolved to adopt a Supplementary Planning Document (SPD) – Infill Development SPD on the 11th August 2009.

Following a period of Public Consultation during July and August 2008, the Executive of North Devon Council resolved to adopt a Supplementary Planning Document (SPD) – Agricultural, Forestry, and Other Essential Occupational Dwellings Guidance on the 14th July 2009.

Following a period of Public Consultation during February and April 2008, the Executive of North Devon Council resolved to adopt a Supplementary Planning Document (SPD) – Guidance on the use of On Site Renewable Technologies SPD in June 2008.

Following a period of Public Consultation during July and August 2007, the Executive of North Devon Council resolved on 12 February 2008 to adopt a Supplementary Planning Document (SPD) – Design Guide on Refuse Storage for New Residential Properties.

Supplementary Planning Guidance Codes of Practice

Supplementary Planning Guidance (SPG) provides additional guidance and details on how sites should be developed, clarify how policies will be interpreted and set out procedures that should be followed. No sustainability appraisals were prepared. Each draft SPG involved formal public consultation over a six-week period and amendments were made as a result of comments received.

On 22 June 2005, Full Council approved clarification of the interpretation for these adopted Codes of Practice in order to clarify areas of ambiguity and to set out the Council’s position from which to negotiate in planning applications. This clarification does not formally amend the adopted Codes of Practice but will provide informal advice to developers prior to  planning applications being submitted. It will be a material consideration to interpret and complement the adopted Codes of Practice.

On 12 February 2008, Executive approved clarification/amendment of the Provision of Open Space, Sport & Recreation Code of Practice SPG.  It exempts Registered Social Landlords (RSLs) and Community Land Trusts (CLTs) from the requirement to provide open space for new affordable housing in specific circumstances.
