Processing an Application

When a planning application is submitted, processing can only begin when it has been checked to make sure it is complete and has the necessary fee attached.

Once the application has been registered as valid it becomes a matter of public record and the public copy can be inspected at the Planning Unit by any interested person. Every application received is publicised in a local newspaper and at least one site notice is erected on the site in a position where it can be read by the public.

In some cases letters are also sent to nearby residents informing them of the application should they wish to make representation to the Council. Parish and Town Councils are notified of planning applications and further publicity of the application may be undertaken by Parish and Town Councils. When amended plans are received which are considered to materially change the application, these will be the subject of further publicity and notification.

In addition to the publicity referred to above, a number of other consultations may have to take place with such bodies as the Highway Authority (Devon County Council), the Environment Agency, South West Water PLC, the Council"s Environment Agency.

Once consultations have been carried out and the planning officer has inspected the site, the application can be assessed against the policies contained within the Structure Plan, Local Plans and Planning Policy Guidelines together with consideration of other planning issues such as the scale of the development, effect on visual amenity, design and materials, and highway issues. Letters of representation are also taken into account.

When the application has been registered it is passed to a Planning Officer who will: -

1. inspect the site;

2. assess the proposal against planning policies, previous planning background on the property and normal development control criteria;

3. take into account any letters of representation received and the results of consultations;

4. prepare the report and recommendation.
