Local government review - what is unitary status?

Since 1974, local services have been delivered in non-metropolitan parts of England through the ‘two tier’ system. Some services, such as education and roads, have been the responsibility of county councils like Devon CC, whilst other services, such as waste collection and planning, have been dealt with by district councils like North Devon Council.

Under the unitary system these will all be provided by one body, a unitary authority. This sort of change has happened in many areas across the country since the 1980s. In Devon, Plymouth City Council and Torbay Borough Council became unitary authorities in 1996.

Generally speaking, any unitary proposal has to demonstrate:
  • a broad cross section of support
  • strategic leadership
  • neighbourhood empowerment
  • value for money services
  • affordability
