- The only resident, or if all the other residents do not count for Council Tax.
- There are no residents or all residents do not count for Council Tax
purposes
Some of the people who do not count for Council Tax are students, student nurses, people in care, severely mentally impaired people and carers.
The Council has determined the following discounts for the financial year 1 April 2008:
- Class A - the rate of discount applicable to a dwelling that is not the sole or main residence of an individual which is furnished but is restricted by a planning condition preventing occupancy for a continuous period of at least 28 days in a year shall be 10%
- Class B - the rate of discount applicable to a dwelling that is not the sole or main residence of an individual which is furnished but is NOT restricted by a planning condition preventing occupancy for a continuous period of at least 28 days in a year shall be 10%
- Class C
- after any relevant period of exemption the amount of discount applicable to a dwelling that remains
unoccupied and substantially unfurnished shall be 0%
A disabled reduction is available if a room in your home (not a kitchen or a bathroom) has been adapted to meet the needs of the disabled person. This includes properties in band A.

Exemptions
Some dwellings are exempt and will not be liable for Council Tax. These include empty dwellings which are:
- Under structural repair (up to 6 months after works have been completed,exempt up to a maximum period of 12 months)
- Left empty by persons in care
- Left empty awaiting probate to be granted.
