Licensing
The Licensing team provides the main licensing/registration function for North Devon Council. Much of the work of the team is statutory, that is a legislative requirement and centres around the protection of public health.
The team regulates many commercial activities for the reasons described above, and aims to work in partnership with the commercial sector/service providers to ensure co-operation and development of a good working relationship.

Most licences require the payment of an application/registration fee.
Application forms
Please note that the forms are currently designed for either online completion or to be printed out and then completed manually. Word and pdf formats are available.
In parts, the Word forms have drop down options to the right of the relevant field, for example application type. Please ensure that the correct option is chosen.
When making an application, we recommend that you keep either a paper copy of your application or save a copy electronically.

EU Services Directive (online applications)

EUGO Portal
The Council has implemented the EU Services Directive
The Directive was implemented on 28 December 2009, providing online access for the electronic submission of applications and other documentation without the need for a 'wet' signature.
Those licence toolkits above that are within scope of the Directive will have the EUGO logo as well as a direct link to the relevant web pages for making an online application.
If you are setting up/running a business in the UK, but are based oversees from another EU state, you may find the UK welcomes business
Members of the public may still download the application forms on the toolkit web pages and hand them into the Customer Service Centre making the appropriate payment; or post them with the appropriate fee if they prefer.
Worldpay
As part of the online application, you can also now pay for any relevant fee (s) by debit/credit card. See also note above regarding payment options via the Customer Service Centre - telephone number 01271 388870. Payment can be made separate to the online application if preferred, although please advise the Team that an online application has been made and that the Licensing Team should be advised accordingly.Important - please note
To complete the EUGO online application process, once you have completed the initial registration process, download your application form and log out of your EUGO account. Complete the interactive form locally on your computer. Then log back into your EUGO account and go to your existing applications. Upload the completed application back into the application system (see facility on web page from which you originally downloaded the application form). The system otherwise locks you out after approximately 20 minutes, which is why this is the best approach to successfully submitting your application.If you are having problems uploading the form back into your online application, this is probably because you have been locked out. Log back into your account, go to your existing application and then upload the form. All should then be OK.
You then have the options to add any supplementary documentation/evidence in support of your application/registration, before then continuing to pay any relevant fees via the Worldpay option above. If you can't submit these electronically, please forward for the attention of the Licensing Team as soon as possible.
It also helps if you have the most recent version of Adobe Reader

Consumer Complaint
We would always advise that in the event of a complaint, the first contact is made with the trader by you - preferably in the form of a letter (with proof of delivery). If that has not worked, if you are located in the UK, Consumer Direct will give you advice. From outside the UK contact the UK European Consumer Centre.Alternatively, you may complain to the council, who will investigate if appropriate and feedback on your behalf
